I built a wood duck 10 with a varnished hull. After reading Laszlo's blog about using a graphite/epoxy mix for the hull. I would like to apply that over the varnish. Can I do that? Do I need to sand off all the varnish, then apply the graphite/epoxy mix?

You need to sand off the varnish from anywhere that you want to apply epoxy, graphite or not.
