Silcone residue

I built a Chessie 16 with bright finish about 3 years ago. It finally has enough srcatches to bother me into a refinish. I have prepped the hull with 220 grit and cleaned with lacquer thinner. The deck has only very superficial scratches, so should only require enough sanding to get a good bond with the new varnish. At the time of build, I applied clear Siliconized Acrylic Caulk under the web tabs for bungee attachment to fend off water intrusion. Any opinions on removing the silicone residue would be appreciated. The tube gave no information on cured product. So what's easiest, solvents, or just elbow grease? Thanks in advance. I'm a long time lurker on this sight but this is my first post.
