For me the reason for flush hatches is to make a leakproof hatch that doesn't get dislodged in rough use and rescues. If you're going to cut a hole in the deck why not use the piece of wood you cut out for the hatch instead of getting more wood to fit over the hole and discard the cut one? The type of pressed over lever used on the Arctic Hawk makes sense to me. You don't have to have any dexterity or fingerstrength to have a solid seal.
