I agree with Terry's note, and think the first alternative of sanding to uniformity with a final once-over with fine-grit paper is the way to go. Then paint and/or varnish.

I only add a practical note based on use. I think every builder wants to have a beautiful boat. But remember, things things are meant to be used, not just admired! You should see mine after a summer of launchings and landings. The paint is pretty well scratched and scrapped. Gives a little perspective about caring soooo much during building. I will do some sanding and re-painting again this winter.
