Oxford Shell - skeg installation

Question - the plans show the cutout for the skeg starts at 44" from the end of the stern. Would that be the end of the keel or the end of the topside of the boat stern?

At 44" from the end of the keel the skeg will be cut into where the bottom panels join at the puzzle joint - would that be ok? At 44" from the topside of the stern it looks like the skeg would be too far back.

Can anyone shed some light on this. I'm inclined to go with the measurement from the end of the keel but just wanted to get some feedback first.

What did you decide to do? I am getting close to this step.  I am planning on installing it 44" from top side of stern.
