About to add silicone to the screws of my finished CH-17. Is it necessary to back the screws all the way out and add the silicone in the hole, or can I back the screws out a bit, add silicone to the threads, and re-tighten?

Be very careful applying silicone to your boat. It will cause serious adheasion problems with varnish. It is likely to cause fisheyes if you reapply varnish in the future.

I used to build museum showcases which often had to maintain a sealed air chamber to protect the art. We would drill for screws, apply silicone to the hole, and drive the screws in. Our cases never leaked. If your screws are already installed, I'd back them out and silicone the holes, and putting some on the threads as well certainly would make me feel like I had done everything to make sure of the boat's water tightness.
