Scratches & Rudder

Two Questions:
1. When the weather gets warmer I will be refinishing the bottom to address several deep scratches I caused last summer (low water paddlng!). Obviously sanding, epoxy for filling scratches, more epoxy and finlly varnishing will be involved.
When sanding, How do I know I am sanding through varnish and not too far into the epoxy?
2. Last year I installed a rudder (K1) but inexplicably did not install a retaining screw to keep everyting inplace in case of a capsize. In order to correct this ovesight what screw and/or washer combination should I use?
