James,

If you're asking if it's ok to make the notches a bit larger in the bulkheads so they fit the sheer clamps the answer is yes. It's not unusual to have to do a bit of fitting on the bulkheads to make them fit properly. Looking forward to seeing some pics of your board. This was my first San O 14.
