sun damaged boat

I have a Chesapeake 17 that's been neglected by having been left outside, uncovered, for the past two years. Now it's in need of refinishing. Any suggestions as to where to start? Would I need to somehow strip off the old glass or just sand and refinish with a new coat of epoxy?
