Mark,

You can avoid the pressure on the fillets that makes them bumpy by wetting out the tape before putting it in the boat. Do this on a plastic-covered surface and use a squeegee to remove the excess epoxy. Then roll it up, put it at one end of the fillet, unroll it and smooth it into place with a gloved hand.

Doing this in combination with letting the fillet cure up a bit first as George & Chris recommend will give a perfectly wet-out, light and smooth joint.
