Lumpy fillets

My fillets are bumpy. I think what's happening is that when I lay the fiberglass tape over the fillet and start applying resin, I'm messing up the fillet under the tape. What would happen if I waited to apply the tape until after the fillet has cured? Would I still get a good bond between the fillet and the tape? Would the tape still hide the roughness of the fillet?
