Coating first then gluing ensures that your glass will set nicely into the epoxy with no dry spots under the glass. This method can also minimize the risk of microbubbles getting trapped under the glass. This method takes longer than laying the glass out on the bare wood.

That said, I generally lay the glass out on the hull and wet it out very well so that I am sure the epoxy has soaked into the wood. If the glue doesn't soak well into the wood, then you may see apparent discolorations on the surface that you will not easily be able to repair.
