On this auspicious day, let me answer your question. One year ago today, I launched my Passagemaker dinghy, "Fuggles". The first time in water for Fuggles was as a row boat. It was a couple weeks later that I took her for her first sail. While I built the sail components simultaneously with the hull, it was only later that I did the final minor steps of installing the rudder hardware, backstay mounts, etc. So, yes, the boat may be built to completion and enjoyed on its own, with the sailing components added later. Several other Passagemaker builders have done exactly that.
