Was this applied, as I assume it must, over epoxy?

What do you mean by "gassing"? Do mean it smells uncured, or that it is bubbling?

If it is just the smell, I wouldn't worry about it as long as it is hard to the touch (although "hard" is relative, and it will still not be as hard as it will eventually get). Just let it sit.

If you mean "bubbling" and if it is over epoxy, I'd be worried about compatibility issues.
