Greg:

I built a cedar stripper(Cosine Wherry) seven years ago. I fastened the seats as indicated in the plans. Cleats were cut to support the seat. Thickened epoxy was used to glue the cleat to the hull on the inside and screwed through the hull from the outside. Sink the screw just enough to fill hole w/ thickened epoxy. Varnish over hull will do the protection needed. Seats were screwed to the cleat for removal in the future in case the interior of the hull needs to be refinished. Hope this is helpful.
