Wash the boats, then sand

Don't try just sanding. You might even wash it down with some lacquer thinner before sanding.

Once the hull is clean, THEN sand, reapply epoxy, sand again , then varnish.

You risk getting contaminatioon into the surface by sanding a dirty hull. That could easily cause trouble the rest of the life of the boat. Sanding would just imbed that contamination into the scratches left by the sandpaper.Even 600 grit leaves scratches.
