prep to finish

We've paddled our boats before varnishing. Now, there's residue on them and we're soon going to finish them. My husband believes he can sand away the residue and proceed to apply more epoxy and varnish. It seems to me we need to wash away all the residue we can to avoid any contamination during epoxying and finishing. Any thoughts?
