SW17 - shear to deck fit

I'm brand new to this boat building thing, and I'm stuck with a question on my SW17. The aft shear panel to deck fit doesn't look right, but I'm not sure what to do. Can the excess shear panel be planed off to be flush with the side panels, or is there some way to get the side panels to sit out further so the edges are flush?
