It's my understanding that the cleats serve only to center the seat. The combination of the foot rests and the webbing attached to the carlin serve to keep the seat from sliding fore or aft.

Incidently, I'm planning on duplicating the carlin half of the attachment and locating it on the outside fore corners of the seats (with shorter webbing lengths). That way, I can remove the seat from the Mill, connect the backrest strap to the duplicated seat strap, and I have a seat that can be used on the ground. I hope my description makes sense.
