underdeck rigging

I've been attempting to secure my bilge pump under the foredeck with little success lately. I have carved a nice pump holder out of a 3" foam block, but I have failed to make it stick with the rubber cement system that has worked well for the seat padding.

Exploring the CLC site, I found the instructions for trapezoids, which are epoxied under the deck and can be used to hold bungie line. That may be the way I head.

Any thoughts? I know I've seen similar things on this forum, I just can't find them.
