Rescue vests connect the towrope higher up on a paddles torso than a belt and will lead to paddler fatigue on long tow.

Tow belts are easier to get on and off to hand off to other paddlers to share in the towing effort

Tow belts are easy to eject if a tower gets into trouble.

A tow belt/bag can act as a drogue chute in getting a kayak in through surf.

Rescue vests are good to rescue paddlers in rivers but I am not a river kayaker so I cannot give specifices.
