Another paint question

No matter what combintion of surface prep/application technique/Penetrol ratio I use, I always end up with 90-95% of the hull glossy, with the remainder a dull matte finish. I've had the same result with Brightsides Polyurethane and Kirby's Gloss Enamel. (Is this what people call "holidays" by any chance? I'd like to know what to call this cursed problem.) Has anyone else had this problem and subsequently solved it?
Building these boats is a joy, and I give myself a "B" overall. Finishing them is more of a nightmare and I'm not getting any better at it.
