will this boat work?

I'm after a row boat where sliding seat rowing will be a speed advantage, so my sense is it needs to be longer than 15' right? Now if I want to take a passenger, maybe the Anapolis wherry but if I get chop on the lake I might need higher sides, and if I want to be able to car top the thing...is a canoe what I am after? Or what about a Mill Creek 16 stretched in all directions to get to 19'x 38"beam? Or how about a CLC 16 stretched up to 19'x 27"?
