I'm looking at page 32 and I don't understand the 5/8 either. If the planks are made from 4mm the scarf width should be a minimum of 8 times the plywood thickness, or about 1� inches. The 1�" bevels must be cut on both pieces. If there is a reason for the 5/8" dimension it will take someone smarter than me to explain it.
