I think that's right. Nonwoven Mat needs binder to prevent it falling apart completely. The binder dissolves in resin, which is why you can really smush mat around after it's wet. Woven cloth like we use in kayaks does not need any such additives. It's also stonger, wets out more easly. and needs less resin, but cannot adapt to complex shapes like mat can.
