Sheer Clamp not Proud

Need help with a sheer clamp problem on a chesapeake 17. Something happened during clamping/epoxying, and one sheer clamp is only 1/8" proud. The other is the correct 1/4" proud. Any ideas? This is the first bump in the road I've hit, and I hope it's not a fatal error. -
