This looks like my boat did. I am not an expert. To a degree it may look like you are getting into the weave but actually it is just epoxy that has taken on the shape of the weave. I added several very thin coats of epoxy between sandings. I would use a plastic scraper thing, and make each sure these coats where very thin. This kind of coat will add very little weight, but will still partially fill the low spots, and give you a little protection from getting into the weave. It worked good for me.
