Yes it's practical, but there are other choices. You could sand enough to get rid of the varnish and shallow scrapes, then patch the deep gouges and add some glass to the high abrasion areas at either end of the keel. Sand some more to blend the repairs. After that, you could optionally put another layer of glass on the bottom panels. Sounds like the extra thickness might be useful. Or just put on some epoxy fill coats in the usual way.

If you do sand down to the wood, 6 oz glass would be the usual choice. Be careful not to sand into the wood when you break through the epoxy.
