I haven't built it, but PVC pipes are designed for burst strength, not stiffness. They're meant to be buried or strapped to walls, rather than be self-supporting. In this application, each sling has to be able to at least temporarily support the weight of the entire boat. Even when the weight is evenly split between them, the slings also have to support the weight of the boatbuilder pressing down with a plane, sanding block, rasp, etc.
So I'd say that rather than being overbuilt, 2" is the absolute minimum I'd use.

PS - PVC pipe is also degraded by UV, so don't leave it in direct sunlight
