I too had some trouble applying the tape to the fillet without producing wavyness. I found that pre-applying the epoxy to the tape using wax paper helps quite a bit. Also, when applying resin to dry cloth, I like to use a rubber or plastic squeegee. It removes excess epoxy and presses the cloth to the surface.
