At 70 degrees I would let the varnish cure for about three days before sanding for a fresh coat. Lacquer thinner is so strong that it will eat into varnish and and then outgas through the fresh coat. I sand wash dry and then use QUALITY acetone to dewater the surface and let it dry for about an hour before applying a new coat. Denatured alcohol is also good for a final rub down, but takes a little longer to completely dry than acetone.
