It is the thinner. Lacquer thinner will remove or soften fresh varnish. Cheap thinner can have other contaminants also that can cause coating problems.

I only use water to clean after wet sanding varnish. Rinse your boat well and dry with clean lint free towels. Let dry for a few hours or overnight and dust with a clean towel before the next coat. No tack rags either.
