Yup, hatches are going to be a lot less tight if the pressure is on the inside. I'm not sure of the exact area of the Chessie hatches, but an inch of water sitting on a square foot of hatch exerts more than 5lb on the hatch, if I have my math right. In the water, that will be 5 lb of positive pressure for every inch the hatch is underwater. So the water probably exerts as much hold-on force as the straps.
