Paint

A few days ago I decided to do some much needed repainting on the hull of my Cheas. 18. The first coat went on perfectly. Showing no signs of brush strokes, and drying smooth glossy. The second coat however, did not fair as well. upon inspection the next day I discovered that the paint had dried to a dull rough finish. Other than the time of day in which I painted and the sandpaper I used, the coats were aplied identically. For the first coat I used 220 grit paper during mid-afternnon. The second went on later in the day and I used 320 grit paper. The third coat, that I had not intended to do, dried pretty much like the second. Can anyone tell me why this is happening?
