I think you can bring both ends of the webbing back to the screw at the shear clamp.
Go to CLC's shop Tips, and look at the diagram for "Deck Hold Down Fitting" and imagine the webbing being longer with your buckle in place of the bungee.
No sewing this way - just melt the cut ends to prevent fraying.
