Bending the deck

Hi,

I've scarfed the deck together for my CH 17LT. I'm ready to put it on the hull now..but...

I tried to bend it manually over the shears and the deck beams and found that is was VERY reluctant to bend to the right shape except in between the bulkheads. on the bulkheads and fore and aft, it just doesn't want to bed...it just plain flattens out. Any suggestions?
