Rules re: flares

This is probably an odd question to ask on this board, but it is holiday related.

Yesterday, I was cleaning out some old kayaking gear to prepare for a pending vacation. I have a set of old nautical flares that are past there expire date.

A friend who has a place far into the country, away from any water other than rivers, wondered if he could fire off my expired flares as part of his 4th of July celebration next year. I said I had no idea what the regs. are regarding releases of nautical flares on dry land...on water I think it is a crime if you aren't truly in distress.

Anyone know?
