Bubbles in varnish

Despite taking great care with a foam brush I got many tiny bubbles in my first latyer of varnish. After I saw these, I sanded the varnished deck to remove the varnish containing the bubbles and then cleaned the deck for re-varnishing. What is the best method to minimize the tiny bubbles or should I just ignore them and just do sand with 400 wet sand paper between varnish layers?
