1- The screws for the deck beam can be left out. They were needed on the old designs with 2-panel tortured plywood hulls to pull the sides into the beams (I built a Yare). The Cheses deck beams push the sides out so forget the screws. Once the deck is on the beam connection is rock solid.
2- The smaller radius is for the front deck to make a higher peaked deck. The template should pretty closely match your cockpit deck beam. The longer radius makes a flatter rear deck and should match the top of the rear bulkhead.
Check the plans when you cannot find it in the book.
