As a rowboat, as much as the rower will tolerate and still leave enough space to move the oars back and forth. As a sailboat probably not more than two if you want to go any distance. Small sailboats have two limitations. If you stuff too much weight into a sailboat this size the boat may become too sluggish to handle properly. And secondly, a lot of people stuffed into a small sailboat that runs out of wind far from shore can become a rather unhappy lotquite quickly. If you want a visual of about how big this boat is get some chalk and lay out a diamond shape that's 15' on the long axis and 54" on the short axis.
