Stirring Varnish?

Hello Folks, I put on a small test patch of Interlux varnish on my kayak and after 15 hrs it is still tacky. Garage temp is 55-60 degrees. The can says a 3 hr dry-to-the-touch at this room temp. The can does not say anything about stiring but I stirred it some but not much as I did not want to get bubbles. Is this stuff really this slow to dry or is stirring required but not included in the instructions? Lamps now on trying to get it to dry. Appreciate any feedback. Thanks.
