Sounds like surface contamination. It's on the chilly side for epoxy but that wouldn't cause surface contamination. Is it possible that any moisture condensed on the hull prior to the suspect coat? Could any other substance have gotten on the hull? Fabric softener from a nearby clothes dryer, oily rags used in wipe downs, and oily solvents like mineral spirits or paint thinner are the #1 surface contamination culprits here at Tech Central.

If it's curing normally, the solution is just to do a wipedown (outdoors, preferably) with a strong solvent like denatured alcohol or lacquer thinner to remove any contamination, then apply one more coat of epoxy to fill in the orange peeled spots.
