Having seen a lot of boats since I built mine, I doubt that through-the-hull bolts, particularly if properly installed as suggested above, will present any leakage problems. I had the same concern, so I filed off the bolt heads to about half their original thickness. After installation, I used filled epoxy to feather the bolts into the surrounding hull. Then the fiberglass went on. The bolts are now buried, never to leak, never to be removed. Probably not necessary, but if you like over-kill, that should do it!
