don't worry about a grab loop causing water intrusion,,theoretically it would happen in either because the line cuts across the plywood. I've seen waterstained keel ends,coamings and hatches but no waterstained toggle line holes in the ends. Some folks go to the trouble of putting in tubing but I just don't see the need. If you round out the hole and slather it well with three coats to four of cabosil thickened epoxy it'll hold up forever. Configure the deck rigging so the toggle loop is held on the deck. Using the set back sheerclamps it commits you to putting in 12oz total epoxy,,running them to the ends you could put in a block of wood and 2oz in both ends.
