White blobs on my ROS

Hey all - When using my random orbital sander with 220 grit to sand down a coat of epoxy on hull planking, the sanding pad will start to get speckled with lil white blobs of epoxy. That's not good cuz if they get bigger then I start burnishing epoxy back into the wood instead of sanding/smoothing it out. Do those blobs develop cuz the sanding pad is worn down? Or because the sander is not evacuating the dust very well? I don't have a vacuum attached to the sander and I'm thinking I should.
