I drilled pilot holes apppropriately sized for the screws, inserted and removed a screw into each hole to cut the threads, dripped a few drops of unthickened epoxy in each hole, squooshed the epoxy around in the hole with a bamboo skewer to make sure all of the wood was wetted out, let it soak in for a while, inserted the screw again to squeeze out the excess epoxy, removed the screw, then let the epoxy cure. Once cured, I installed the deck rigging with a bit of waterproofing stuff on the screw threads. I believe that this method produces holes in the wood in which the entire inner surface and threads are epoxy saturated, and therefore waterproofed and reinforced.
