How picky are you? If you want the finish to be perfect, apply one coat, then sand, then another coat, then sand. If you aren't THAT picky, you can just apply two coats and THEN sand. Saves time and results are almost the same. The primer sands easily so 220 will do the job.

Varnish first, then mask, sand, and paint. The unmasked varnish area needs to be roughed up for the paint to properly adhere.
