No, the mini-cell makes up the bulk head in boats where the bulkheads are not part of the kit or plans and can be added. Some boats, like Pygmy's, do not have bulkheads but you can make some by stuffing a crudely cut form and glueing into place. The bulkheads for the Ches series privide for strength and function, but someone who knows better may tell you straighter.
