the "lips" are a 1/4 inch wide strip of 4mm ply that sits on top of the deck around the hatch opening.

by creating this rise that pushes into the inner half of the gasket material, you get a lot more water-tight fit of the hatch/gasket.

in the new kits, they would be part of the hatch kit. but if you have some spare 4mm, you can trace and cut your own.

also, fwiw, the new kits have three straps per hatch...and that might also be important for getting a water-tight cover. i noticed in your picture only two straps per hatch.

i think the boat looks like it is in pretty decent shape and can be nicely restored.
