i agree with steve...if you have no sags/runs, i will often just use a grey scotch pad....to rought it up a bit.

i am not so sure it is required to get the stuff to stick....but what i find it necessary for is to be able to see where i have applied varnish vs where i have not applied varnish.

if i do not rought it up it is almost impossible to see the edge of the new coat.
